I've heard that Urban Decay's primer (a creamy concealer-texture) and Too Faced's (a clear liquid sealant you put on underneath) are among the best.
And yeah, the Aromaleigh shadows have fairly decent staying power on me, but I also started out putting them on a bit heavy, knowing they'd soak in over time. Primer will help that, because basically it's putting a layer between the shadow and your skin, which means your skin can't absorb it and the color will stay on top.
