No wheels—she does have legs with stockings (presumably) and shoes, but they don't move. Her articulation is mostly in her waist (which can spin all the way around!) and arms. Her head only moves side to side very slightly. So if she were on a Shelf like Cleolinda's, she would probably stay in one spot and gesture (and write as she holds a little quill).
