I have worked for a couple of publishers as an editor. I worked my way up at Del Rey Books. I have had to deal with these sorts of "agents" a lot and I can tell you that they do take up my time. Long enough for me to put the submission back in the envelope and put in a "polite" form letter that if they handed it to the author the author would KNOW how far they are being screwed. Best had to be the agency that kept sending stuff for Lester Del Rey. I got permission from legal to put in "We have consulted with Lester on our ouija board and he has decided to pass."
